This resource offers guidance for two Charging Smart program criteria:

• R 3.1: Adopt a standard charging infrastructure permit application process for residential and non-residential EV charging and post to a public website. 
• R 3.4: Develop a charging infrastructure permitting checklist for residential and non-residential EV charging and post it online.

Overview

R3.1 requires communities to post information on the internal process for requiring, reviewing, and approving permits. R3.1 should inform permit applicants of what permits are required and which departments or bodies will review those permits. 

R3.4 requires communities to post information on how permit applicants should complete permits for EV charging and what information is required. 

R3.1 and R3.4 are very similar criteria. Both require posting information online to add transparency and clarity to the EV charger permitting process. Depending on existing resources and websites, the two criteria may be addressed on the same document or the same website. 

In addition, both criteria should cover both residential and non-residential permit processes and specify if the process or required information differ for either application.
