This guide supports the planning category of the Charging Smart program. In this category, communities are advised on strategies to include EVs in their planning documents and to adopt goals and metrics related to EVs and their infrastructure. This document offers examples of how to include language and metrics about EVs in a local government’s planning documents, such as a comprehensive plan, climate action plan, or transportation plan. All language examples in the document are taken or adapted from communities’ publicly available planning documents. The guide begins with an overview of goal setting using the S.M.A.R.T. goals method. This is followed by a table of each document referenced in the guide. The bulk of the guide is the example language and metrics. These are organized by the Charging Smart categories of regulation, utility engagement, education and incentives, government operations, and shared mobility.
