Norfolk, VA

The City of Norfolk originally earned SolSmart Bronze in 2022, and then leveled up to SolSmart Gold in 2023. Their efforts have included guidance on installing solar PV in historic districts within the city; updating zoning, permitting, and inspection practices; provided a PACE financing program that included solar PV as an eligible technology, and procured solar energy for municipal operations.

• Posted an online checklist detailing the required permits, submittals, and steps of your community’s permitting process for small rooftop solar PV. Posted additional online resources on topics including consumer protection, community solar goals, and more.
• Trained permitting and inspection staff on best practices for permitting solar PV and/or solar and storage systems.
• Posted an online statement confirming a three-business day turnaround time for small rooftop solar PV.
• Reviewed zoning requirements and identify restrictions that intentionally or unintentionally prohibit solar PV development.
• Codified in the zoning ordinance that accessory use solar PV is explicitly allowed by-right in all major zones.
• Provided clear guidance for the installation of solar PV in historic districts.
• Conducted feasibility analysis for solar PV on local government facilities and/or local government-controlled land.
• Procured solar energy for municipal operations through an offsite physical PPA, virtual PPA, green tariff, or similar structure.
• Provided a PACE financing program that includes solar PV as an eligible technology.

The City of Norfolk earned their Charging Smart Silver designation in 2026.
