Missoula, MT

In 2025, Missoula, Montana became the first Charging Smart designee in the state, completing an array of initiatives to streamline municipal processes relating to EV charging infrastructure and deploying EVs. That included collaborating with the city’s transit system on fleet electrification efforts, hosting ride-and-drives and conducting other community education and outreach initiatives, and adopting a preference policy for EVs in the municipal fleet, among other efforts.

• Created an online permitting checklist, increasing transparency for community members and solar installers.
• Reviewed local zoning codes and identified restrictions that intentionally or unintentionally prohibit solar  development
• Allowed solar by-right accessory use in all zones (so solar installations don’t require special permits or hearings)
• Cross-trained both inspection and permitting staff on solar
